You can get the source RPM from here:

https://repo.tuxcare.com/centos7-els/$ELS_TOKEN/updates/Sources/SPackages/kernel_package.src.rpm

Where ELS_TOKEN is the contents of their /etc/yum/vars/elstoken file.

In general, you can download any source RPM from "./updates/Sources/SPackages".
