Issue
Cannot send email due to the SMTP traffic manager enabled.

Solution
1. Check if the users are allowed to send emails in Settings >> General >> SMTP Traffic Manager. In case the control is over the group, double-check the "Allow groups".
Sometimes due to the server's particularities, it may be another group name, double-check and add the expected group.
NB! Note that the term "group" here means the primary group of UNIX users. For example, we have a user "john" whose primary group is "john" and the supplementary group is "admin":

2. Make sure that the SMTP ports field contains all the necessary ports. The default settings are 25, 587, 465. Complete this list if necessary.
3. Make sure that the Allow local and Redirect to local settings allow the desired behavior. Enable or disable them if necessary. The following shows an example where local SMTP connections are allowed, and remote SMTP connections are not redirected locally.
