Issue
After upgrading (it also happens with downgrading) the setting is enabled and all accounts get access to the CloudLinux Manager settings.

Solution
That is normal behavior when the CloudLinux Manager plugin gets disabled for a cPanel account
because this account has disabled reseller limits.
During package update, the lvemanager deletes thesoftware-lvemanager
plugin from all resellers absent in the output of thelvectl list-reseller --with-name
and adds this plugin for resellers with enabled reseller limits.
