Solution
1. Please try to run the rhn_check command and check if you have an issue with the CloudLinux license.
2. Also, you should check if the rhnplugin is active:
/etc/yum/pluginconf.d/rhnplugin.conf
[main]
enabled = 1
gpgcheck = 1
timeout = 120
....
Please enable it by changing enabled=0 to enabled=1.
3. If CloudLinux has been recently removed, please ensure that CentOS-base, and other standard repositories are enabled. If they are not, you can copy repository files from /etc/cl-convert-saved to /etc/yum.repos.d.
Cause
The yum-rhn-plugin is disabled OR repositories are not active
